  remove gnome-tweak-tool from ubuntukylin by default

Bug description:
  As the youker-assistant has been integrated into UbuntuKylin who
  covers most of the functions of gnome-tweak-tool, we should consider
  remove gnome-tweak-tool from UbuntuKylin by default.
