We need to upgrade the configtool to 0.1.4 and add it into default-
settings.

  This problem appears in Ubuntu Kylin ISO (2014-02-25). When choose the
  menu "配置面板和皮肤"("configure panel and skin"), an error popup: 请安装配置工具
  :fcitx-qimpanel-configtool.
