This bug was fixed in the package ubuntukylin-default-settings - 1.3.4

Bug description:
  Unity uses global menu by default, but we want to make Unity 7 easier
  for Windows refugees, setting LIM on by default is an option.

    - Locally-integrated menus: "System Settings"->Appearance->Behavior, select 'In the window's title bar', http://www.omgubuntu.co.uk/2014/02/locally-integrated-menus-ubuntu-14-04
    - Always show menu: com > canonical > unity > ‘always show menus’, http://www.omgubuntu.co.uk/2015/01/ubuntu-15-04-always-show-menu-bar-option
