  image build failed due to the grub-probe operation

Bug description:
  The daily image build has failed since 18th(UTC) and the building log
  showed error to grub-probe operation. The detail error message is :

  ....

  Creating config file /etc/default/grub with new version
  grub-probe: error: cannot find a device for / (is /dev mounted?).
  grub-probe: error: cannot find a device for /boot (is /dev mounted?).
  grub-probe: error: cannot find a device for /boot/grub (is /dev mounted?).

  ....

  Setting up ubuntukylin-theme (0.8.1) ...
  update-alternatives: using /lib/plymouth/themes/ubuntukylin-logo/ubuntukylin-logo.plymouth to provide /lib/plymouth/themes/default.plymouth (default.plymouth) in auto mode
  update-alternatives: using /lib/plymouth/themes/ubuntukylin-text/ubuntukylin-text.plymouth to provide /lib/plymouth/themes/text.plymouth (text.plymouth) in auto mode
  /usr/sbin/grub-probe: error: cannot find a device for / (is /dev mounted?).
