一些小城市数据不全，没有进行异常处理，导致数据库写入失败。

  [bug description]
  1.Add the city of Xinning Country，Shaoyang city,Hunan Province using youker weather；
  2.Youker weather stuck,then kill all process of youker weather ,restart youker weather by terminal;
  3.Youker weather completely crash and not work。

  [expectation]
  Function of adding cities is OK.
