If this is PPA related, it's not in ubuntu. This is invalid.
I suggest you contact whoever runs the ppa

  0.48.x recipe not built correctly

Status in “inkscape” package in Ubuntu:
  Invalid

Bug description:
  Inkscape's stable PPA contains incorrectly built Debian packages.

  If you look closely at the size of the deb files, they are around 12
  KiB. They contain no binary data.

  The buildlogs contain a clue:

  chroot-autobuild/build/buildd/inkscape_0.48.5+31~ubuntu14.10.1_amd64.deb:
  dpkg-deb: file `chroot-autobuild/build/buildd/inkscape_0.48.5+31~ubuntu14.10.1_amd64.deb' contains ununderstood data member data.tar.xz     , giving up
