I suggest to remove rakarrack from Ubuntu repositories:

This software is no workable for more than 2 Ubuntu releases. and there
is no reaction for this bug. I think there is no reason to keep broken
software.

  Restarting PulseAudio not helped, every device in sound settings is gone. (actual for 13.10)
  In Ubuntu 14.10 after launch of Rakarrack sound just stops working in system. If I close Rakarrack sound is back again.
