This bug was fixed in the package shotwell - 0.20.2-0ubuntu1

  -launch shotwell from terminal (to see output)
  -import images into shotwell
  -drag select images
  -file->'Set as Desktop slideshow'
  -nothing happens, except terminal output (pasted below)

  Expected behaviour: 
  -window spans asking to select settings
