  Popup notifications not showing at all in KDE5 session

Bug description:
  I've tried setting popup notifications for various events in
  systemsettings5 and none of them are showing up. Also, none of these
  commands display anything and return exit status 0:

  notify-send 'text'
  kdialog --passivepopup 'text' 5
  qdbus org.kde.knotify /Notify event "event" 'app' "(" ")" 'title' 'text' 'pixmap' '' 5 0
