[Bug 1624435] [NEW] systemd-udevd[409]: Process '/usr/sbin/alsactl -E HOME=/run/alsa restore 1' failed with exit code 99

Public bug reported:

This error is logged :
systemd-udevd[409]: Process '/usr/sbin/alsactl -E HOME=/run/alsa restore 1' failed with exit code 99

note: sound works as expected when the GS session is opened; so maybe a
boot race.

but from a terminal, an other error is found:
/usr/sbin/alsactl: sysfs_init:48: sysfs path '/sys' is invalid

Details:

oem@u64:~$ which alsactl
/usr/sbin/alsactl
oem@u64:~$ df -h /usr/sbin/alsactl

Filesystem Size Used Avail Use% Mounted on
tmpfs 396M 12M 385M 3% /run

(/run/alsa does not exist but /run/alsa/ which is an empty subdir)

Hardware is initialized using a generic method
/usr/sbin/alsactl: sysfs_init:48: sysfs path '/sys' is invalid

note: that command works: volume is set back to 50% from 100% initialy
