[Bug 1635510] [NEW] b comes before t in the alphabet, breaks inotify

Public bug reported:

I'm happy to see that the KDE team understands that a modern desktop
computer needs at least 524288 inotify watches for that feature to work
properly. Unfortunately, this is rendered useless for users who have
both tracker and kde-runtime installed.

Because the orders of the letters in the alphabet,
sysctl.d/30-tracker.conf comes after sysctl.d/30-baloo-inotify-
limit.conf and cancels your wise decision to set the number of watches
to a sane value.

I suggest you rename the file to 31-baloo-inotify-limit.conf that way
even if the Tracker team renames the project to Zzracker, you'd still
take over their settings.

(I've also reported the bug against the Tracker package in #1635508 but
2 chances of having the problem solved are better than one)
