You cannot add new albums from Shotwell anymore. Picasa has disabled
this from their API. If you want to create a new album, you have to do
that on photos.gnome.com

Bug description:
  I tried to publish an album to picasaweb and get a "501 Not
  Implemented" message (screenshot attached). Shotwell 0.24.5.
