[Bug 1762846] [NEW] OpenCL disabled on nvidia

OpenCL is not enabled by default.

Steps to reproduce :
 * install the nvidia driver
 * install darktable
 * run darktable on command line : $darktable -d opencl

=>
[opencl_init] could not find opencl runtime library 'libOpenCL'
0.159268 [opencl_init] could not find opencl runtime library 'libOpenCL.so'
0.159327 [opencl_init] could not find opencl runtime library 'libOpenCL.so.1'
0.159333 [opencl_init] no working opencl library found. Continue with opencl disabled
0.159336 [opencl_init] FINALLY: opencl is NOT AVAILABLE on this system.

Workaround : install package nvidia-opencl-dev

Should darktable depend on nvidia-opencl-dev ?
