Menus jump around under Wayland

Bug description:
I have found that after switching from Xorg to Wayland on Ubuntu GNOME
16.10 with GNOME 3.22 that when I for instance will go to the Filters
menu and go down to Artistic and then when I move my mouse to where
its pull-down menu is, I find that suddenly it jumps to the File menu
being open, or another one. This is not always the case, but it
happens a lot, so much that it disrupts my work. This happens with
quite a few of the pull-down menus, though mostly with the longer
ones.
