16.10 is past EOL, so closing. Either way, this is by design as the
trashcan for each drive is stored locally on that drive.

  ubuntu studio 16.10 fresh install or liveCD

  files deleted on external hdd or usb stick are not listed in desktop trash bin
  so it's not possible to use the gui to restore it
