xf86-input-wacom version 1:0.36.1-0ubuntu1 shipped /usr/share/X11/xorg.conf.d/70-wacom.conf has this:

Which config let Wacom touchscreen using wacom input driver and makes
the touchscreen act incorrectly.

[Test Case]
1) Enable the bionic-proposed repository, and install the xf86-input-wacom package
2) Restart and see if the Wacom touchscreen works correctly. Also
check /var/log/Xorg.0.log to see if Wacom touchscreen using libinput
driver instead wacom driver.
[Regression Potential]
Low, the package xf86-input-wacom - 1:0.36.1-0ubuntu2 is already in Eoan and Disco.
