[Bug 1850163] [NEW] Subdivision Surface Modifier has no effect

 

Public bug reported:

Blender 2.8 eoan-universe package in Kubuntu 19.10 the command UI works but fails to do anything.
The Blender Snap works as expected.

Steps: 
1) Start Blender
2) Select the default cube
3) Select the 'Modifiers tab' (blue wrench icon) 
4) Select 'Add'
5) Select 'Subdivision Surface' from the list
6) See the Modifier is added in the panel. (OK)
7) See the Cube changes and becomes more rounded. = Not OK in eoan-universe version.
 
It's possible the OpenSubdiv library is not present on this package I'm told.

This is a showstopper for subdivision surface users.
It appears that the other Blender tools work OK.
