This has been adressed in 1.1-dev (6b4d57f, 2020-04-01) by adding
context menu entries for "Unlock objects below" and "Lock objects
below".

Please reopen on http://inkscape.org/report if the problem occurs again.

  right click on selected locked objects won't give properties

Bug description:
  1. Make rectangle
  2. select and lock it (via Obj Prop dialog)
  3. deselect it
  4. Find it by Finding including locked objects
  5. Right click on (now selected) object won't give Obj
  Props dialog, although the same menu entry can be chosen.
