Bug description:
1-The problem about importing openclipart has been already reported and I quote it

When importing
imgages: they keep their absolute path;
clipart: get stored in /tmp (importing the same clipart generate a new file)
Having abosolute path, it's not possible/easy (for example) send the .svg file to a friend because the images path will be wrong.
The solution could be to create a folder "img" in the same folder of the svg file;
save the images I need into it;
import them in my project and correct the path.
As you can see is not so conftable operation.
2-I suggest to add an option to inkscape setting (something like "use copy of imported images and relative path") that will automatically do the steps above.
In that way, I'm also sure that it I import an image from a shared
folder, it will not change. It might be that a friend modify it and I
have surprises on my .svg file.
3-About clipart: inkscape import them from the web. That's fine...exept when I'm offline :( and also when I already have all the openclipart on my disk. (in debian linux I installed the openclipart package).
It would nice to specify a path for the already download clipart (not /tmp :).
