[theme] panel background doesn't rotate for vertical panels

Bug description:
Installed Ubuntu gutsy 7.10, installed the Ubuntu-studio packages
included themes. When my panels are horizontal (the default) the
background is a nice black background with a subtle, white border. I'm
using a widescreen lcd display and prefer having one panel on the left
side of the screen. After I set my panel up this way the panel
background appears as stripes running down the panel.
When I try to change the background on my own by right-clicking the
panel -> properties, the panel changes to my newly set colour or
background image, yet the menu, clock, and notification are retain the
default background (but in my case it's the ugly white stripes).
Next try: gconf-editor. I go to apps-> panel -> toplevels -> top_panel_screen0
There is checkbox there for the panel background image to rotate if the panel is set to vertical. After setting this the background with rotate, but the applets will still have the horizontally orieneted background.
Now the last resort: edit the gtkrc file. I comment these lines:

Presto! It's looks fine now. Alternatively, I could just edit the
panel.png file, however, I have a guest account with the panel
horizontally at the bottom, so my Windows-using friends will feel more
at home.
(Commenting those lines will also help for users wanting to make the
panels transparent - including the applets).
