Thank you for your bug report, would it be possible to try with
reverting only the wacom package to the non hwe version and see if that
resolve the issue?

Bug description:
  Situation:

  Description:	Ubuntu 18.04.3 LTS
  Release:	18.04

  Desktop: XFCE/Xubuntu

  Installed HWE kernel 5.0 and HWE xserver.

  Attached Wacom tablet "Bamboo Fun CTH-661" in "Relative" mode via
  xsetwacom (behaves like a mouse instead of setting pointer to
  corresponding tablet position on screen).

  Issue:
  When setting the pen down fast, the pointer skips notably, as far as 10cm on my 27" display.

  Setting the pen down softly it does not occur, but the usual fast
  motion I apply when using the tablet it occurs a lot.

  It seems like in certain conditions, like going through the threshold
  at which the tablet recognizes the pen the value changes too quickly
  an overflown value goes into the X axis, but that's wild guess.

  Reverting to all: regular 18.04 kernel, xserver and xinput-wacom
  drivers the issue does not appear anymore.

  Tablet has been working fine for years. HWE is first kernel/X/input
  combo that jeopardizes it.
