Audacity 3.x depends on wxwidgets3.1, which isn't packaged in Debian and Ubuntu, see https://bugs.debian.org/919903
This year wxwidgets developers plan to release final 3.1.6 release, maybe 3.1.6 will be OK for Debian packaging, see 
https://wxwidgets.org/develop/roadmap/

".. we plan to release one last 3.1.6 release in 3.1.x series in the
beginning of 2022 with 3.2.0 hopefully following relatively soon."

Btw, I've found Audacity 3.0.2 packages in ppa:ubuntuhandbook1/audacity - look at
https://launchpad.net/~ubuntuhandbook1/+archive/ubuntu/audacity
