[Bug 1978766] [NEW] calamares - manual parittioning - selecting partition implies FS_LABEL can be changed but it isn't (without format)

Public bug reported:

Lubuntu kinetic install to dc7700 (BIOS box, 80GB disk)

Install is "install using existing partition", which is Manual
Partitioning where SDA1 will be re-used without any format.

** Creating issue
- box has two partitions; SDA1 & SDA2
- start `calamares installer
- select 'Manual Partitioning"
- select SDA1 and edit
  Content: KEEP
  MOUNT: / (likely doesn't matter)
  FS_LABEL: (put in value here)

Click OK

** Expected Result

SDA1 would be selected, mounting as "/" with new File_System_Label

** Actual Result

SDA1 is selected, mounting as "/" with no change to File_System_Label

** Comment

I suspect the FILE_SYSTEM_LABEL option only applies if FORMAT is
selected; which would make sense, but the option being available implies
I can change the value, which isn't reflected with what occurs.

Issue is MINOR only.
