[Bug 1989611] Re: [SRU] plasma-distro-release-notifier for Jammy, Focal

Tested on Kubuntu Jammy. Enabled proposed, switched from LTS to Regular
Releases, updated kubuntu-desktop to 1.418.1. plasma-distro-release-
notifier was pulled-in via recommends. Upon reboot, the notifier was
displayed within the first minute.

Bug description:
  [ Impact ]

   * The status-quo for current Ubuntu Studio and Kubuntu users (all
  users of Ubuntu running the KDE Plasma Desktop) is that there is no
  mechanism to warn them of new releases. This is especially problematic
  for LTS releases when a new LTS release comes out, or if it is set to
  look for a new regular release.

   * This is resolved by a new package included in Kinetic - plasma-
  distro-release-notifier - which uses the backend of update-manager-
  common to identify whether or not a new version of Ubuntu has been
  released.

  [ Test Plan ]

   * Install Ubuntu Studio 22.04 -OR- Kubuntu 22.04 -OR- Kubuntu 20.04

   * Notice 20.04 does not notify of a new release despite being set to
  "lts" in /etc/update-manager/release-upgrades.

   * For 22.04 releases, change /etc/update-manager/release-upgrades
  "Prompt=" line to "Prompt=normal"

   * Also, notice no prompt for updates on 22.04 releases.

  [ Where problems could occur ]

   * This will require introducing an entirely new package and adding
  the package to the kubuntu-desktop metapackage and the ubuntustudio-
  desktop metapackage for Jammy, and the kubuntu-desktop metapackage for
  focal. Things could go wrong if there is a failure to upgrade.

   * Additional failures can happen if the patch in d/patches of plasma-
  distro-release-notifier for the version number fails to point to the
  correct version number upon upload. This is easily fixed, but also
  something to keep an eye on and would be human error.

  [ Other Info ]

   * plasma-distro-release-notifier was initially tested to work inside
  of 20.04 with positive results. The same is expected for 22.04.
