timing issue on fading from black
Status in kdenlive package in Ubuntu:

Bug description:
On reducing the time for the effect "face from black" it becomes
obvious to me that kdenlive is not able to set the timespan for that
effect between 0.24sec and 1.00sec. Always I try to set the value
with keyboard input to 0.50sec the time jumps automatically to
2.00sec.
In consequence for the effect "fade frim black", I can set the time
for the effect to 0.24sec and lower, which works, or I can set the
time to 1.00sec or higher, which works.
Steps to reproduce:
1.load any video you have in kdenlive and drag and drop it to the timeline.
2.Use the effect list search with "fade" and move the effect "fade from black" you your video with drag and drob.
3.Adjust the effect time to 0.50sec and see the issue described above.
Expected: A effect time between 0.24sec and 1.00sec should be possible.
