To reproduce, just install a studio machine with iso:
8718f208b4bdb1c859ee98180462e7b70d5260be929e9ef31805302c3b0daca4

which is:
2024-08-07 19:15

Run apt update and apt upgrade, then do-release-upgrade -d. The upgrade
should fail in the same manner.

Bug description:
  Upgrades failing with a lot of:
  "Failed to find a replacement..."

  I've attached all of the relevant logs - the offending-packages file
  is all of the packages that are "Failed to find"
