Ok, where and how can i find informations?

How can I open via the terminal the keyboard settings (I can't find
them)?

With "apropos keyboard" I found just gnome-keyboard-properties that seems
pertinent but
$ gnome-keyboard-properties
The program 'gnome-keyboard-properties' is currently not installed.  You can
install it by typing:
sudo apt-get install gnome-control-center

But it is installed, as
$ gnome-control-center

(gnome-control-center:4427): Gtk-WARNING **: Theme file for default has no
name


(gnome-control-center:4427): Gtk-WARNING **: Theme file for default has no
directories

  I can't add anything in settings applications.
  As an example, I can't add my custom keyboard shortcuts.
  Or I can't add printers.

  The + and - symbols (which should allow me to manage these things)
  cannot be clicked, they are simply light grey without any possibility
