That's for the suggestion. It's a nice idea, especially since it mirrors
how the bluetooth indicator should be behaving.
However... ;)
What /should/ be happening is spelled out at
https://wiki.ubuntu.com/Location: the indicator should be visible only
if an app has accessed the user's location in the last five minutes. The
current implementation (always visible) differs from that because
UbuntuApplicationLocationService doesn't support the last-five-minutes
notification feature yet. It's my understanding that tvoss has that
planned for the 14.04 cycle.
In other words, whatever we do for 13.10 is a short-term solution until
the last-five-minutes feature is ready for indicator-location-service to
use.

Bug description:
When you swipe down from top to get to indicators pannel, select the
location tab, if you touch the "location detection" and "GPS" check
boxes to disable location detection and GPS I should expect the
location indicator to dissapear from the top bar, instead it remains
there even if location and GPS are disabled.
