Hmm, I just restarted the computer and now both of the issues (missing
indicator and greyed settings) are fixed. Sorry, I don't have any
obvious reproduction steps.

  Date and time settings greyed out

Status in The Date and Time Indicator:
  New

Bug description:
  I just upgraded to 13.10 (fresh install). I no longer see a time and
  date indicator in the Ubuntu menu. Furthermore, the Time and Date
  Clock settings are all greyed out. See the attached screenshot.

  In the greyed out state, they are ticked to indicate that I should see
  the time/date indicator in the menu, but I do not.
