[Bug 1159011] Re: Network information should not be considered user private

involved a lot of reorganization the document, but the actual design
change is small: the entire network menu should be available at the
login screen, except "Network Settings..." on the PC. (On the phone,
that item can unlock or prompt you to unlock.)

This happens to me each day after I update to the daily image.
Steps:
1. Update to daily image
2. Try to swipe from the top of the screen across the wireless symbol to activate wireless
Result:
Nothing happens
Expected:
The indicator panel is revealed and I can choose my wireless connection
Steps:
3. Swipe from the side to activate the launcher
4. Choose an application, such as facebook
5. Swipe from teh top as in step #2
Result:
The indicator panel appears as expected and I can set my wireless
