[Bug 1324802] Re: Re-installing a pre-installed app after removal breaks on reboot
After investigation in person, I think this is a bug in the desktop hook
provided by ubuntu-app-launch (né upstart-app-launch): it doesn't handle
the case where the timestamp of the symlink target goes backwards. It
should probably set the timestamp of its generated file to match that of
the base file, and then compare for equality.

Bug description:
After fixing the ownership issue reported in bug #1323998, when re-
installing a pre-installed app that was removed, the symlink is
properly created in /opt/click.ubuntu.com/.click/users/phablet/ but
after a reboot,, the symlink no longer exists.
