OK, gonna leave this open as "low" just in case....will hopefully come back to mark it as "won't fix".
the reason is we're about to embark on implementing the redesign in this bug 1368856

if that gets pushed out, then we may come back and raise priority on
this...but i doubt it

Bug description:
  To reproduce:
  Swipe down the network indicator.
  Check the flight mode switch.
  (Notice how the header moves, see the attachment)

  I tested this on krillin, image 14.09#1.
