Bug description:
My SIM unlock PIN is 5 digits; when I type the 4th one, it's
immediately sent to the SIM.
I haven't retried since I fear locking it for good.
I have seen some code allowing up to 16 digits for SIM PIN and a
couple of docs mentioning 8 digits for SIM PIN and PUK.
I think we should allow 8 digits.

passphrase', 'Change passcode', 'Change passphrase', and 'Change SIM
PIN' dialogs: * Whenever a passcode field does not contain exactly
four digits, or a SIM PIN field does not contain 4~8 digits (the GSM
PIN bounds), the main action button should be insensitive."
