[Bug 1458336] Re: Allow users to decide which apps can display anything in the circle

It suggestes using the "circle message" app in order to display emergency data on the lock screen. However, it is not very useful if the message is not shown directly after boot.

Bug description:
Currently a user has no control over which apps can display stuff in
the circle. Potentially an app could show there something what a user
do not want. It would be nice to have for example setting (like for
notifications) which apps are allowed to use the circle.
