  For the ogg and mp3 files in my collection, I have encoded most of
them with the replain gain tag.  This can help the player set the
volume as you explain here.  It is fairly easy to go gag and tag audio
files with this tag.  I don't know if there are many players that
change volume based on this tag.  The tag has been around for years
and I am using it in the application I am writing.  I am not proposing
my application for inclusion or anything like that.  It is not
production ready.  But, I hope this message will prompt comments about
other media applications that respect the tag.
