Sound doesn't have to be loud and bold in order to be noticeable.
Think of telephone ringtones, or birds chirping, which you can hear over
miles.
Wales communicate over several miles under water, because their sounds are
perfectly optimized for long-distance underwater transmission.
I think Fanfares with loud timpany are not an accurate medium when it comes
to communicating states of a service layer.
