Don't think so. Here's a collection of the most common but not

I don't know of a workaround for A). I've asked repeatedly in
different places and got no answer so far.
However for B) there might be a way:
Putting the mentioned variable into ~/.bashrc makes it global for a
specific user. You could however put it into the .desktop file or
launcher* for all the apps you don't maximize. I know it's not ideal
but that's what we've got in terms of options right now.

* e.g for a .desktop file
Exec=bash -c "export UBUNTU_MENUPROXY=0 && gedit"

For the record: These are just dirty workarounds and just because they
are available doesn't mean I'm content with the status quo...
