You shouldn't have to do that, but your proposed solution is
unnecessarily manual too.

primary sound output device, the menu should contain an item for
changing its volume, followed by a separator."

<https://wiki.ubuntu.com/PrimarySoundOutput>: "At any moment, the
primary output should be: 1. If there are any Bluetooth audio output
devices, the one most recently connected. 2. Otherwise, if there are
any USB audio output devices, the one most recently connected..."

So, if the speaker volume slider in the menu doesn't change to a
headset volume slider as soon as you plug in the headset, please
report a bug.
