No, you should, in fact, not move your hands at all unless you have to. You should always keep your index fingers at F and J. They have a little physical marker on them to remind you of that. If your hands are resting and the keys feel flat, then you're doing something wrong. :)
Now, try to keep your index fingers at F and J and access Ctrl. Notice how uncomfortable that is? Then access Alt, still leaving your indexes at F and J. Much more comfortable, right? :)
The Alt-key has been used like that for decades. For instance, to access File > Open, you do Alt+F, Alt+O. Doing things like that is much, _much_, faster if you don't move your hands out of position. --
