You are right.  Quoting messages seems to be broken.  I am surprised
people put up with it for so long!

The version 8.1.x, which we are actively maintaining, doesn't have the
problem.  So, you can pull it through bazaar or wait for a few days
until we release 8.1.0-beta.

For forwarding, please ensure that you have vm-forwarding-digest-type
set to "mime".  That seems to work ok.

Bug description:
It seems this variable can be set so that replies do not include large attachments, such as pdf files.  But this does not appear in any .el file other than vm-vars.el, so is clearly not implemented.

I am running 8.0.13
