Bug description:
  A tooltip is shown when the mouse is hovered over the indicator, although the indicator guidelines say that for consistency reasons, indicators should not display any tooltip. Other indicators do not have tooltip, the weather applet has one... it breaks consistency. 
  The information shown for me is the city and the weather report shown by the icon - the user should know where he/she is, and should be able to see what's the weather like from the icon - so the information in the tooltip is unnecessary anyway.
