Tenach and I fixed the quoting issue (if you're referring to the literal 
printout of the form's href and method portion of the tag).  my copy of 
whube and bugs.whube doesn't display the errors that www.whube.com is 
displaying.  granted, bugs.whube needs to be updated...my copy I know 
doesn't have that issue anymore.

It was an issue with a change that was made to the format() function in 
globals.php.

hopefully that helps - unless I'm missing the true scope of the issue.
