No, those values have only visual effects for the terrains which adjoin. See https://wl.widelands.org/wiki/HelpTerrains/#dithering for consequences of this value. I tried former to adjust them, but this attempt wasn't a success to wasteland terrains. See https://bugs.launchpad.net/widelands/+bug/1408707 comment 6 and followings.
