We would need to go the template route then if it can be done, then we could have get_ai_data<uint32_t>(kEarlyMilitary), get_ai_data<int32_t>(kEarlyMilitary) etc. and define only 1 function for it.

I was thinking if you have only 1 Warmill and enhance it to an Axfactory and the worker isn't experienced enough, you will then need to wait for the worker in a Toolsmithy to gain the needed experience and expel him. Same problem for Brewer/Master Brewer in (Micro-) Brewery.

So, I mean if the site you want to upgrade to needs a higher-level worker.
