Te way I tested was to hack https://bazaar.launchpad.net/~widelands-dev/widelands/trunk/view/head:/data/tribes/scripting/starting_conditions/empire/headquarters.lua to give them only a few soldiers so I could easily win, then create a map with 3 starting positions close to each other, and then overrun the enemy.
