@Tibor The solution currently implemented leads to retardment of exploration; ships over and over again explore the already explored islands. This is something AI cannot afford on larger maps with many and/or far away islands, it already harbours a tendency to be very late with sea expeditions.
The probability an iterated exploration discovers a meaningful site which wasn't decided in the first place is very low, imho. So I judge there is an advantage in speed. In my plans I would have provided a two-step expedition strategy where there are 2 consecutive phases with different selection criteria, e.g. a less "critical" exploration in the second part and a "critical" in the first. I cannot offer to implement that in this branch.
As for your objections I put this branch on the shelf again. Perhaps I take it up later on, perhaps not. Feel free to make use of it as you find it worthwhile.
