  Removal of WntrCore's dependency on WntrData, WntrLing and WntrNtwk

Bug description:
  As discussed between Adrian and Jacky over G+ Hangouts; a plan to
  remove the dependencies of WntrData, WntrLing and WntrNtwk from the
  core of Wintermute and implement these libraries as plugins to
  Wintermute may be needed if we wish to obtain full modularity of
  Wintermute's system.
