The plugin system is fully decent, just need to add definitions for
dependent packages and conflicting plug-ins and we'll be set.

Bug description:
  The plugins are currently loaded using an archaic means of doing so.
  The Google doc

  represents the most current plugin specification. The Section entitled
  "How Wintermute Finds Plugins" should be carried out to be true.
