Is there still any reason to defer the event? I think a new event will be emitted next config-changed or update-status by on_config_changed(). By deferring, we are going to get a queue of 3 or 4 that will all be processed when the pod is up.

When initial_settings is not set in the config, the wp_initialise will just keep accumulating and being deferred. It will take a while, but eventually an update-status on the leader will defer one too many and fall over. I don't know if this will take months or years. This check needs to happen earlier, probably in on_config_changed.
