Adam Anon confirmed that the question is solved:
Oh my god, you know what happened? I am on Fedora 41 with Wayland and
KDE Plasma and Xpad stickies would not shade.

But I had various issues with Wayland so I installed X11 couple of hours
ago and I haven't checked since then but now Xpad stickies shade! Yay!!

I'm so sorry to bother you but I did not expect that switching from
Wayland to X11 would have an effect on this.
